As Ask X3, your fleet-compliance assistant, here is what 49 CFR 178.975 requires for the top lift test:

When it is required:

The top lift test must be conducted to qualify all Large Packaging design types designed to be lifted from the top, or, for flexible Large Packagings, from the side.

Special preparation (loading) requirements:

* Metal and rigid plastic Large Packagings: Must be loaded to *twice* their maximum permissible gross mass.

* Flexible Large Packagings: Must be filled to *six times* their maximum permissible gross mass with the load evenly distributed (unless using the alternative test method allowed in paragraph (c)(3)).

Test methods:

1. Standard Lift: Lift the Large Packaging in the manner it was designed to be lifted until it is clear of the floor, and hold it there for five minutes.

2. Rigid Plastic Specifics: Must be lifted in two ways, each for five minutes:

* By each pair of diagonally opposite lifting devices with hoisting forces applied vertically.

* By each pair of diagonally opposite lifting devices with hoisting forces applied toward the center at a 45° angle to the vertical.

3. Flexible Alternative Method: If not using the standard lift, a flexible Large Packaging can be tested by filling it to 95% capacity with a representative material, suspending it by its lifting devices, and applying a constant downward force through a platen (covering 60% to 80% of its cross-sectional surface area) for five minutes, ensuring the combined mass and applied force equal at least six times the maximum net mass. (Note: Other equally effective methods may be used with the Associate Administrator's approval).

Passing criteria:

To pass the top lift test under 49 CFR 178.975, there must be no permanent deformation that makes the Large Packaging unsafe for transport, and no loss of contents.
