According to 49 CFR 178.1050, the top lift test requires the following:
1. Applicability
* The test is required for the qualification of all Flexible Bulk Container design types that are designed to be lifted from the top.
2. Preparation and Testing Methods
You must use one of the following two approved methods:
* Method 1: Fill the Flexible Bulk Container with an even distribution of weight up to six times its maximum permissible gross mass. Lift it by its designed lifting method until it is clear of the floor, and hold it there for five minutes.
* Method 2:
* Fill the container to 95% capacity with a representative material.
* Suspend it by its lifting devices.
* Apply a constant downward force using a specially designed platen that covers between 60% and 80% of the container's cross-sectional surface area.
* Ensure the combined mass of the filled container and the downward force equals at least six times the maximum net mass of the container.
* Maintain this test for five minutes.
* *Note:* Other equally effective preparation and testing methods may be used if approved in advance by the Associate Administrator.
3. Passing Criteria
To pass the test, the Flexible Bulk Container and its lifting devices must show:
* No damage that makes the container unsafe for transport.
* No loss of contents.
