What does 49 CFR 178.710 (Standards for flexible IBCs) require?

Generated guidance. Confirm the source and its applicability before you act. How we check sources.

According to 49 CFR 178.710, flexible IBCs intended to contain solid hazardous materials must meet the following standards:

* Designation & Capacity: They must fall under one of the approved flexible IBC types (13H1 through 13H5, 13L1 through 13L4, or 13M1 through 13M2). Their volumetric capacity cannot be greater than 3,000 L (793 gallons) or less than 56 L (15 gallons), and they must be designed and tested to hold a minimum capacity of 50 kg (110 pounds). When filled, the height-to-width ratio must not exceed 2:1.

* Materials & Construction: The strength of the materials and overall construction must be appropriate for the container's capacity and intended use. For paper types (13M1 and 13M2), the material must retain at least 85% of its original tensile strength after being fully immersed in water for 24 hours.

* Seams & Handling: Seams must be stitched, heat-sealed, glued, or joined by an equivalent method, and all stitched seam-ends must be secured. Handling devices (slings, loops, eyes, or frames) may be attached or formed directly from the body material.

* Aging and UV Resistance: Flexible IBCs must resist aging and degradation caused by ultraviolet (UV) radiation. For plastic flexible IBCs, UV protection must be added (such as carbon black, pigments, or inhibitors) if necessary. These additives must remain effective and compatible with the contents throughout the container's life.

* Recycled/Used Materials: Except for production residues or regrind from the same manufacturing process, no used materials may be used to manufacture plastic flexible IBCs. However, undamaged component parts like fittings and pallet bases may be reused.
