As Ask X3, your fleet-compliance assistant, here is what 49 CFR 178.707 requires for composite Intermediate Bulk Containers (IBCs):

* Design & Structure: Composite IBCs must consist of a rigid outer packaging (designed to bear the entire stacking load) that encloses a plastic inner receptacle, along with any service or structural equipment. The inner receptacle and outer packaging form an integral unit for filling, storing, transporting, and emptying.

* Outer Packaging Protection: The outer packaging must protect the inner receptacle from physical damage during handling and transportation, be free of internal projections that could damage the inner receptacle, and include a suitable base pallet for mechanical handling when filled to its maximum gross mass. Stacking loads must not be supported by the inner receptacle.

* Inner Receptacle Standards: The inner receptacle must be made of plastic material of known specifications, resist aging and ultraviolet (UV) radiation (using pigments, carbon black, or inhibitors if necessary), and be strong relative to its capacity and service.

* Liquid IBC Requirements: Composite IBCs carrying liquids must be capable of releasing sufficient vapor to prevent the IBC body from rupturing if subjected to excessive internal pressure (via pressure relief devices or other means). Additionally, 31HZ2 composite IBCs must have an inner receptacle consisting of at least three plies of film and an outer packaging that encloses the inner receptacle on all sides.

* Materials: Inner receptacles generally cannot use used materials (other than production residues or regrind from the same manufacturing process) unless approved by the Associate Administrator. Outer packagings may be constructed of natural wood, plywood, reconstituted wood, fiberboard, or plastic, provided they meet specific material, water-resistance, and construction standards outlined in the regulation.
