What does 49 CFR 178.606 (Stacking test) require?

According to 49 CFR 178.606, the stacking test requirements are as follows:
* General Requirement: All packaging design types other than bags must be subjected to a stacking test.
* Number of Test Samples: You generally need three test samples for each different packaging. However, for periodic retesting of packagings made of stainless steel, monel, or nickel, only one test sample is required.
* Test Method (Design Qualification):
* Apply a force to the top of the test sample that equals the total weight of identical packages that might be stacked on it during transport (based on a minimum stack height of 3.0 meters / 10 feet).
* The test duration is normally 24 hours. However, plastic drums, jerricans, and composite packagings (6HH) intended for liquids must be tested for 28 days at a temperature of 40 °C (104 °F) or higher.
* Test Method (Periodic Retesting): You may use the standard design qualification test method or a dynamic compression testing machine on an empty, unsealed packaging at room temperature using specific formulas outlined in the regulation.
* Passing Criteria:
* No test sample (or inner receptacle/packaging in composite or combination packagings) may leak.
* No test sample may show deterioration that hurts transportation safety, or distortion that reduces strength, causes stack instability, or damages inner packagings.
* If using a dynamic compression test, there must be no sidewall buckling that could damage contents, and the maximum deflection cannot exceed one inch.
