Based on 49 CFR 173.477, here are the requirements for offerors of packages containing more than 0.1 kg of non-fissile or fissile-excepted uranium hexafluoride:

* Safety Analysis Documentation: You must keep a complete safety analysis on file (including test documentation) demonstrating that the package meets § 173.420 requirements. This must be kept for at least two years after your latest shipment and provided to the Associate Administrator upon request. (An IAEA Certificate of Competent Authority for the packaging design can also satisfy this).

* Export Shipments: Before your first export shipment of these packages from the United States, you must obtain a U.S. Competent Authority Certificate for the packaging design. (For packagings made outside the U.S., you must comply with § 173.473).

* Certificate Requests: If you request a U.S. Competent Authority Certificate, you must submit the request in writing (in triplicate) via mail, delivery service, fax ((202) 366-3753 or (202) 366-3650), or email ([email protected]) to the Associate Administrator.

* Timing for Requests: To allow enough time for processing, your request must be received at least 90 days before your requested effective date.

* Required Content for Certificate Requests: Your request must include:

1. A safety analysis report featuring a detailed description of the packaging and contents, the manufacturing process used, and test details, results, calculations, or other evidence showing compliance with § 173.420.

2. Evidence of a quality assurance program (required for the original request only).
