What does 49 CFR 173.420 (Uranium hexafluoride (fissile, fissile excepted and non-fissile)) require?

Generated guidance. Confirm the source and its applicability before you act. How we check sources.

As a motor-carrier owner transporting quantities greater than 0.1 kg of uranium hexafluoride (fissile, fissile excepted, or non-fissile), you must ensure that the shipment meets the following requirements under 49 CFR 173.420:

* Cleaning: Before initial filling and during periodic inspections and tests, packagings must be cleaned in accordance with American National Standard N14.1.

* Design, Fabrication, and Testing: Packagings must be designed, fabricated, inspected, tested, and marked in accordance with American National Standard N14.1 (or Section VIII of the ASME Code if manufactured on or before June 30, 1987, provided it meets specific ASME edition, usage, and minimum shell/head thickness requirements).

* Package Performance: Each package must be designed to withstand:

* A hydraulic test at an internal pressure of at least 1.4 MPa (200 psig) without leaking.

* The drop test specified in § 173.465(c) without losing or dispersing the uranium hexafluoride.

* The test specified in 10 CFR 71.73(c)(4) without rupturing the containment system.

* Physical State and Volume Limits:

* The uranium hexafluoride must be in solid form.

* At 20 °C (68 °F), the volume of solid uranium hexafluoride cannot exceed 61% of the package's certified volumetric capacity (or 62% for solid depleted uranium hexafluoride).

* Internal Pressure: The pressure inside the package at 20 °C (68 °F) must be less than 101.3 kPa (14.7 psia).

* Maintenance and Repairs: Every packaging must be periodically inspected, tested, marked, and otherwise conform to American National Standard N14.1. Any repairs to the packaging must also be performed in accordance with this standard.

* Proper Shipping Names and UN Numbers:

* For packages containing 0.1 kg or more of $\text{UF}_6$, use the proper shipping name and UN number “Radioactive material, uranium hexafluoride, UN 2978” for non-fissile or fissile-excepted material.

* Use “Radioactive material, uranium hexafluoride, fissile, UN 2977” for fissile uranium hexafluoride.

* (For small quantities under 0.1 kg, specific limited quantity rules and UN 3507 apply as outlined in the regulation).
