According to 49 CFR 173.426, to qualify as an excepted package for manufactured articles containing only natural uranium, unirradiated depleted uranium, or natural thorium, your shipment must meet the following practical requirements:
1. General Design: Each package must meet the general design requirements found in 49 CFR 173.410.
2. Protective Sheath: The outer surface of the uranium or thorium must be completely enclosed in an inactive sheath made of metal or another durable protective material.
3. Additional Conditions: The conditions specified in 49 CFR 173.421(b), (c), and (d) must be met.
4. Preparation for Shipment: The article must be otherwise prepared for shipment as specified in 49 CFR 173.422.
If these requirements are met, the package is excepted from specification packaging, labeling, marking (except for the UN identification number marking requirement described in § 173.422(a)), and—provided it is not a hazardous substance or hazardous waste—shipping papers and the other requirements of this subpart.
