As Ask X3, your fleet-compliance assistant, here is what 49 CFR 173.428 requires for an empty Class 7 (radioactive) materials packaging that has been emptied of its contents as far as practical:

* Condition and Closure: The packaging must be in unimpaired condition and securely closed to prevent any leakage of radioactive material under normal transportation conditions.

* Uranium/Thorium Protection: If the structure contains any uranium or thorium, the outer surface must be covered with an inactive sheath made of metal or another substantial material.

* Contamination Limits: Internal contamination must not exceed 100 times the limits specified in § 173.443(a).

* Labeling: You must remove, obliterate, or cover any previously applied labels, and you must affix the "Empty" label (described in § 172.450) to the packaging.

* Additional Standards: The packaging must meet the requirements of § 173.421(b), (c), and (e), and be prepared for shipment as specified in § 173.422 (which includes the UN identification number marking requirement).

When these conditions are met, the packaging is excepted from standard shipping paper and marking requirements.
