Based on 49 CFR 173.424, a radioactive instrument or article and its packaging are excepted from specification packaging, labeling, marking (other than the UN identification number marking required by § 173.422(a)), shipping papers (unless it is a hazardous substance or waste), and the other requirements of this subpart, provided that all of the following practical conditions are met:
1. General Design: Each package must meet the general design requirements of § 173.410.
2. Activity Limits: The activity of the individual instrument or article, as well as the total activity per package, must not exceed the limits listed in Table 4 of § 173.425.
3. Unpackaged Radiation Level: The radiation level at 10 cm (4 inches) from any point on the external surface of an unpackaged instrument or article cannot exceed 0.1 mSv/hour (10 mrem/hour).
4. Enclosure: The active material must be completely enclosed by non-active components. (Note: A device whose sole function is to contain radioactive material does not qualify as an instrument or manufactured article).
5. Package Radiation Level: The radiation level at any point on the external surface of the packaged article or instrument cannot exceed 0.005 mSv/hour (0.5 mrem/hour). For exclusive use domestic shipments, this limit is 0.02 mSv/hour (2 mrem/hour).
6. Surface Contamination: Nonfixed (removable) radioactive surface contamination on the external surface of the package must not exceed the limits specified in § 173.443(a).
7. Uranium-235 Limit: Except as provided in § 173.426, the package cannot contain more than 15 g of uranium-235.
8. Preparation: The package must be otherwise prepared for shipment as specified in § 173.422.
