According to 49 CFR 173.227, for materials poisonous by inhalation (Division 6.1, Packing Group I, Hazard Zone B), you must use authorized packagings as outlined below:
1. General Packaging Options
* You can use packagings authorized in § 173.226, or seamless and welded specification cylinders, or UN seamless cylinders that conform to § 173.40.
2. Drum-within-Drum Packaging (Combination Packagings)
* You can use specific inner drums (1A1, 1B1, 1H1, 1N1, 6HA1, or 6HH1) further packed inside an outer drum (1A2 or 1H2).
* Both inner and outer drums must meet the Packing Group I performance test requirements of 49 CFR part 178, subpart M.
* The outer drum may be tested as a combination package or as a single packaging. Minimum outer drum thicknesses are 1.35 mm (0.053 inches) for a 1A2 drum, or 6.30 mm (0.248 inches) for a 1H2 drum. Both outer drums must withstand a 100 kPa (15 psig) hydrostatic test pressure.
* The inner drum capacity cannot exceed 220 liters, and it must meet these specific requirements:
* Leakproofness Test: Must pass the leakproofness test using an internal air pressure of at least two times the vapor pressure of the material at 55 °C (131 °F).
* Screw Closures: Must be closed/tightened to the manufacturer's specified torque using a calibrated torque-measuring device; physically secured against loosening from impact or vibration; and fitted with a cap seal applied per the manufacturer's recommendations that can withstand at least 100 kPa (15 psig) internal pressure.
* Minimum Thickness:
* 1A1 drum: 0.69 mm (0.027 inch)
* 1B1 drum: 2.79 mm (0.110 inch)
* 1H1 drum: 1.14 mm (0.045 inch)
* 6HA1 drum: 1.58 mm (0.0625 inch) for the plastic inner container, and 0.70 mm (0.027 inch) for the outer steel drum.
* Cushioning: Must be completely surrounded on all sides by a shock-mitigating, non-reactive material that isolates it from the outer drum.
* Reuse: Before reuse, all authorized inner drums must be leakproofness tested and marked in accordance with § 173.28 using the minimum test pressure specified in paragraph (b)(1).
3. Shipping Drums Without Outer Drums (Transport Vehicle Requirements)
* You may use the authorized inner drums (1A1, 1B1, 1H1, 1N1, 6HA1, or 6HH1) without an outer 1A2 or 1H2 drum only if:
* The shipper loads the material, blocks and braces the drums inside the transport vehicle, and seals the vehicle.
* The drums are not stacked (double decked) in the vehicle.
* The shipment goes from one origin to one single destination with no intermediate pickups or deliveries.
