As a motor-carrier owner, according to 49 CFR 173.133, the packing group and hazard zones for Division 6.1 materials must first be assigned as found in column 5 of the § 172.101 table.

If the table provides more than one packing group or hazard zone, you must determine them using the following criteria:

* Routes other than inhalation of vapors: Use the oral toxicity (LD50), dermal toxicity (LD50), and inhalation toxicity by dusts and mists (LC50) table to assign Packing Groups I, II, or III.

* Inhalation of vapors (liquids): Determine the packing group and hazard zone (such as Packing Group I Hazard Zone A or B, Packing Group II, or Packing Group III) based on vapor concentration and toxicity criteria.

* Multiple routes: If different routes of administration give different packing groups, you must assign the packing group that indicates the highest degree of toxicity among any of the routes.

* Tear gas substances: The packing group and hazard zone remain as assigned in column 5 of the § 172.101 table, regardless of the other criteria.

* Mixtures poisonous by inhalation: The packing group and hazard zone may be determined either by using available LC50 and volatility calculation formulas for each component substance or by using specified simplified threshold toxicity tests on animals.
