As an Ask X3 fleet-compliance assistant, here is what 49 CFR 173.226 requires for motor-carrier owners transporting Division 6.1, Packing Group I, Hazard Zone A materials in non-bulk packagings:

You must pack these materials using one of the following methods:

1. Cylinders: In seamless specification or UN cylinders that meet the requirements of § 173.40.

2. Drum-in-Drum (Combination) Packagings: In specific inner drums (1A1, 1B1, 1H1, 1N1, or 6HA1) that are further packed inside an outer drum (1A2 or 1H2). Both inner and outer drums must meet Packing Group I performance levels. Specific thickness, hydrostatic pressure, leakproofness, and shock-mitigation rules apply to the inner drums, and their screw-type closures must be torqued with a calibrated device and physically secured against vibration loosening. (Note: These inner drums may be used without the outer drum only if you have Associate Administrator approval, palletize them, block and brace them in the vehicle, do not double-deck them, seal the transport vehicle, and haul from one origin to one single destination with no intermediate stops).

3. Standard Combination Packagings: In an approved outer packaging (such as steel, aluminum, metal, plywood, fiber, plastic drums, or various approved boxes) containing an inner packaging system. The inner system consists of an impact-resistant receptacle (max 4 liters / 1 gallon) with a secured closure, cushioned with non-reactive absorbent material, packed inside a leak-tight metal or plastic packaging. The total liquid in the outer packaging cannot exceed 16 liters (4 gallons).

4. Segregation-Excepted Packaging: If utilizing an exception from certain segregation requirements, the material must use a three-tier inner packaging system (receptacle max 1 liter, inside a metal packaging min 4 liters, inside a UN 1A2 or 1H2 drum min 19 liters) placed inside a final outer UN 1A2 steel or UN 1H2 plastic drum (min 114 liters / 30 gallons), with a total liquid volume not exceeding 1 liter (1 quart).

Additionally, before reusing any authorized inner drums, you must leakproofness-test and mark them in accordance with § 173.28.
