Use the greater of GVWR, GCWR, actual gross vehicle weight, and actual gross combination weight, as applicable to the vehicle or combination. Do not rely only on the rated weight.

Interstate commerce can include an entirely in-state leg of a shipment originating or ending outside the state, or travel between in-state points through another state.
