FMCSA minimum annual random testing rates for 2026

Editorial correction · sources checked 2026-10-03

Short answer

For calendar year 2026, FMCSA's minimum annual random testing rates are 50% for controlled substances and 10% for alcohol, based on the average number of covered driver positions. DOT's 2026 rates table confirms these rates.

How the minimum works

Use a scientifically valid selection method. Each covered driver has an equal chance each selection; tests are unannounced and reasonably spread throughout the year. These are annual pool minimums, not a guarantee that exactly half the drivers are tested once: a driver may be selected more than once. Random alcohol testing is just before, during or just after safety-sensitive work. Consortium/service-agent arrangements must meet the applicable pool rules.

Scope

These rates concern FMCSA-covered CDL operations under Part 382, not every employee or every DOT mode. Confirm coverage and the current calendar-year agency rates before planning another year. This checked answer expires after 2026.
