Short answer

Four things are required for requalification of specification cylinders:

1. Each cylinder must be requalified and marked in conformance with the requirements of this subpart.

2. Requalification records must be maintained in accordance with 180.215.

3. The cylinder must conform to the applicable requirements specified in part 173 of this subchapter and the applicable requirements of subpart C of part 178 of this subchapter.

4. The requalification must be performed by a person holding a current approval issued under the procedural requirements prescribed in subpart I of part 107 of this chapter.

The rule says

"Each specification cylinder that becomes due for periodic requalification, as specified in the following table, must be requalified and marked in conformance with the requirements of this subpart." (49 CFR 180.209(a))

"Requalification records must be maintained in accordance with 180.215." (49 CFR 180.209(a))

A cylinder may not be filled with a hazardous material and offered for transportation in commerce unless that cylinder has been successfully requalified and marked in accordance with this subpart — 49 CFR 180.205(c).

In plain English

The process involves inspecting and testing the cylinder to determine its suitability for continued service, and marking it with a requalification identification number (RIN) if it passes. The requalification must be performed by a qualified person, and records of the requalification must be maintained. If a cylinder is not requalified and marked, it cannot be filled with hazardous materials and offered for transportation.
