Based on 49 CFR 178.521, paper bags must meet the following standards and construction requirements:

* Identification Codes: Use code 5M1 for a multi-wall paper bag and 5M2 for a multi-wall water-resistant paper bag.

* General Construction (5M1 and 5M2):

* Bags must be made of suitable kraft paper (or equivalent) with at least three plies.

* Paper strength and bag construction must match the capacity and intended use.

* Seams and closures must be sift-proof.

* Waterproofing Requirements (5M2):

* For bags with four or more plies, waterproofing must be achieved using either a water-resistant ply as one of the two outermost plies or a water-resistant barrier between them.

* For three-ply bags, the outermost ply must be water-resistant.

* If the contents may react with moisture or are packed damp, a waterproof ply or barrier (such as double-tarred kraft paper, plastics-coated kraft paper, plastics film bonded to the inner surface, or inner plastics liners) must be placed next to the substance, and seams/closures must be waterproof.

* Weight Limits: The maximum net mass is 50 kg (110 pounds).

* Paper Basis Weights: For UN5M1 and UN5M2 bags, the paper wall basis weights must not vary by more than plus or minus 10 percent from the nominal basis weight reported in the initial design qualification test report.
