What does 49 CFR 178.511 (Standards for aluminum and steel jerricans) require?

According to 49 CFR 178.511, aluminum and steel jerricans must meet the following standards:
* Identification Codes: They are classified as 3A1 (non-removable head steel), 3A2 (removable head steel), 3B1 (non-removable head aluminum), or 3B2 (removable head aluminum).
* Material and Construction:
* Steel jerricans must use steel sheet of a suitable type and adequate thickness for the capacity and intended use. Reused jerricans must also meet specific minimum thickness and marking requirements found in §§ 173.28(b)(4) and 178.503(a)(9).
* Aluminum jerricans must be made of at least 99% pure aluminum or an aluminum base alloy of adequate thickness for the capacity and intended use.
* Seams and Chimes: All jerrican chimes must be mechanically seamed or welded. Body seams for jerricans holding more than 40 L (11 gallons) must be welded, while those holding 40 L (11 gallons) or less may be mechanically seamed or welded.
* Openings and Closures: Non-removable head steel jerricans (3A1) cannot have openings larger than 7.0 cm (3 inches) in diameter (larger openings make it a removable head type). Closures must stay secure and leakproof during normal transport, and must use gaskets or sealing elements unless the closure is inherently leakproof.
* Internal Coatings: If the body, heads, closures, and fittings are not naturally compatible with your cargo, you must apply suitable internal protective coatings or treatments that maintain their protective properties under normal transport conditions.
* Capacity and Mass Limits: Jerricans are limited to a maximum capacity of 60 L (16 gallons) and a maximum net mass of 120 kg (265 pounds).
