What does 49 CFR 178.504 (Standards for steel drums) require?

Generated guidance. Confirm the source and its applicability before you act. How we check sources.

Based on 49 CFR 178.504, the requirements for steel drums are as follows:

* Identification Codes: Use code 1A1 for a non-removable head steel drum, and 1A2 for a removable head steel drum.

* Construction & Materials:

* The body and heads must be made of a suitable type of steel sheet with an adequate thickness based on the drum's capacity and intended use. If the drum is intended for reuse, specific minimum thickness and marking requirements in §§ 173.28(b)(4) and 178.503(a)(9) apply.

* If the materials used for the body, heads, closures, and fittings are not compatible with your contents, you must apply suitable internal protective coatings or treatments that maintain their protective properties during normal transport.

* The maximum capacity for a drum is 450 L (119 gallons), and the maximum net mass is 400 kg (882 pounds).

* Seams & Chimes:

* For drums holding more than 40 L (11 gallons) of liquids, body seams must be welded. For drums holding solids or 40 L (11 gallons) or less of liquids, body seams must be mechanically seamed or welded.

* Chimes must be mechanically seamed or welded (separate reinforcing rings may also be applied).

* Rolling Hoops: Drums with a capacity greater than 60 L (16 gallons) may have at least two expanded or separate rolling hoops. Separate rolling hoops must fit tightly, be securely fastened so they cannot shift, and must not be spot-welded.

* Openings & Closures:

* For non-removable head (1A1) drums, filling, emptying, and venting openings cannot exceed 7.0 cm (3 inches) in diameter (drums with larger openings are classified as removable head type 1A2).

* Closures and closure devices must be designed and applied to stay secure and leakproof under normal transport conditions.

* Closure flanges may be mechanically seamed or welded in place.

* Gaskets or other sealing elements must be used with closures (unless the closure is inherently leakproof) and must be used with all removable heads.
