According to 49 CFR 178.1070, the tear test requires the following practical steps and criteria to qualify Flexible Bulk Container design types:

* Preparation: Fill the Flexible Bulk Container to its maximum permissible gross mass with the load evenly distributed.

* The Cut: Place the container on the ground and make a 300 mm (11.9 in) cut that completely penetrates all layers on a wall with a wide face. The cut must be made at a 45° angle to the principal axis of the container, positioned halfway between the bottom surface and the top level of the contents.

* Superimposed Load Test: Apply a uniformly distributed load equivalent to twice the maximum gross mass of the package over the container for at least fifteen minutes.

* Lifting Test: If the container is designed to be lifted from the top or the side, remove the superimposed load, lift the container clear of the floor, and maintain that position for fifteen minutes.

* Passing Criterion: The cut must not spread more than an additional 25% of its original length.
