What does 49 CFR 178.1045 (Drop test) require?

According to 49 CFR 178.1045, the drop test requirements for Flexible Bulk Containers include the following:
* When to test: The test must be conducted to qualify all Flexible Bulk Container design types and periodically as specified in § 178.1035(e).
* Preparation: Fill the containers to their maximum permissible gross mass. You can use the actual solid to be transported or a non-hazardous material with essentially the same physical characteristics.
* Drop height: For Packing Group III containers, the drop height is 0.8 meters (2.6 feet).
* Test method: Drop a sample of the container onto a rigid, non-resilient, smooth, flat, and horizontal surface. The surface must be large enough to be immovable and ensure the container falls entirely upon it, and it must be free of local defects that could affect the results. After the drop, return the container to the upright position to observe it.
* Passing criteria: There must be no loss of the filling substance. A slight discharge upon impact (such as from closures or stitch holes) is acceptable, provided no further leakage occurs after the container is restored to the upright position.
