What does 49 CFR 173.24a (Additional general requirements for non-bulk packagings and packages) require?

Generated guidance. Confirm the source and its applicability before you act. How we check sources.

As a motor-carrier owner, when using non-bulk packagings and packages, you must comply with the additional general requirements outlined in 49 CFR 173.24a, which include the following:

* Packaging Design:

* Inner Closures: Combination packagings with liquid hazardous materials must be packed with the inner packaging closures facing upright.

* Friction: The outer packaging's nature and thickness must prevent transport friction from generating enough heat to dangerously alter the chemical stability of the contents.

* Securing and Cushioning: Inner packagings must be packed, secured, and cushioned to prevent breakage, leakage, and shifting under normal transport conditions. Cushioning material must not react dangerously with contents or lose its protective properties if a leak occurs.

* Metallic Devices: Nails, staples, and other metallic devices must not protrude into the outer packaging's interior in a way that could damage inner packagings or receptacles.

* Vibration: Every non-bulk package must be capable of withstanding the vibration test specified in § 178.608 without rupture or leakage.

* Filling Limits:

* Do not exceed the specific gravity or gross mass marked on the packaging (or a specific gravity of 1.2 if unmarked) when filling non-bulk packages up to 400 kg with liquids, except for specific allowance rules between different Packing Groups.

* Do not fill a non-bulk packaging past its maximum marked gross mass.

* Specific formulas apply when filling liquid-tested/marked non-bulk packagings (not exceeding 400 kg) with solid hazardous materials.

* Liquids can only be used with packagings tested and marked with a hydrostatic test pressure if the vapor pressure of the liquid conforms to specific pressure limits outlined in the regulation.

* No hazardous material may remain on the outside of a package after filling.

* Mixed Contents:

* An outer non-bulk packaging may contain more than one hazardous material only if all inner and outer packagings conform to applicable sections, the package meets performance tests for the highest hazard packing group present, corrosive bottles are in securely closed inner receptacles, and (for aircraft transport) net quantity limits are respected.

* Division 6.2 materials have strict limitations on what other hazardous materials may be included in the same packaging (such as approved refrigerants, anticoagulants, or small stabilizing quantities).

* Temperature Limits:

* Liquids must not completely fill a receptacle at a temperature of 55 °C (131 °F) or less.
