What does 49 CFR 173.247 (Bulk packaging for certain elevated temperature materials) require?

As Ask X3, your fleet-compliance assistant, here is what 49 CFR 173.247 requires for bulk packagings used for certain elevated temperature materials:

* Authorized Packagings: You must use only authorized bulk packagings, which include specific rail cars, cargo tanks (such as MC 300–331 series and DOT 406, 407, 412), portable tanks, crucibles, kettles, or equivalent non-DOT specification packagings as outlined in 49 CFR 173.247.

* General Requirements (Effective Oct 1, 1993): Unless otherwise excepted, packagings must meet specific general standards:

* Pressure and Vacuum Control: Equipment must be self-reclosing, prevent package rupture or collapse, and prevent significant release during transport, overturn, splashing, or surging. If lading can clog or render relief devices inoperable, specific alternative safety relief devices (with frangible discs or permanent openings) must be used.

* Closures: All openings must be securely closed during transport and be substantially leak-tight (allowing no more than a non-continuous drip or trickle when overturned). Closures and packaging must withstand twice the static loading produced by the lading in any orientation without exceeding the packaging's yield strength.

* Strength: Packagings must be designed to withstand twice the static loading of the lading at all operating temperatures without exceeding the yield strength.

* Compatibility: The packaging and the lading must be compatible across the entire operating temperature range.

* Markings: Packagings must be durably marked in an accessible location in characters at least 4.8 mm (3/16 inch) high with the manufacturer's name, date of manufacture, design temperature range, and maximum product weight (or load limit/volumetric capacity).
