What does 49 CFR 173.222 (Dangerous goods in articles, machinery, or apparatus) require?

According to 49 CFR 173.222, hazardous materials in articles, machinery, or apparatus are excepted from standard specification packaging requirements if they are packaged according to the following practical rules:

* Outer Packaging: They must be in strong outer packagings, unless the construction of the article, machinery, or apparatus already affords adequate protection to the receptacles holding the hazardous materials.

* General Standards: Each package must meet subpart B packaging requirements (except for §§ 173.24(a)(1) and 173.27(e)).

* Incompatible Materials: If the item contains more than one hazardous material, they must not be capable of reacting dangerously together.

* Containment & Protection:

* Receptacles must be protected so that damage during transport is unlikely. If damage *does* occur, no leakage from the item is allowed (a leakproof liner can be used for this).

* Receptacles must be secured and cushioned to prevent breakage, leakage, and shifting during normal transport. The cushioning must not react dangerously with the contents, and any potential leakage must not ruin the cushioning's protective properties.

* Gas receptacles, their contents, and filling densities must meet applicable subchapter requirements unless approved by the Associate Administrator.

* Quantity Limits (Non-Aircraft Transport):

* Solids or liquids cannot exceed the limited quantity amount specified in Column (8A) of the § 172.101 Table.

* Division 2.2 gases are limited to 0.5 kg (1.1 pounds).

* If containing multiple hazardous materials, each material's quantity must not exceed these specified limits.

* Shipping Papers (Non-Aircraft Transport): When a package contains materials in two or more of the quantity categories, the shipping paper entry required by § 172.202(c) must show either the aggregate quantity or the estimated quantity of all hazardous materials, expressed as net mass.
