Based on 49 CFR 172.331, if you offer a hazardous material in a bulk packaging to a motor carrier for transportation, you are required to do the following:

* Provide the motor carrier with the required identification numbers on placards, plain white square-on-point display configurations, or orange panels, or affix these items directly to the packaging.

* This must be done prior to or at the time the material is offered for transportation, unless the packaging is already properly marked.

* If the identification number on a bulk packaging (such as an IBC) inside or on a transport vehicle or freight container is not visible, you must also mark the transport vehicle or freight container on each side and each end with the required identification number.
