When is an export license required under the EAR General Prohibitions, 15 CFR 736.2?

According to 15 CFR 736.2, an export license is required when certain conditions are met, including the classification of the item on the Commerce Control List, the destination of the export, the end user or end use, and other factors. Specifically, the regulation states that "you may not, without a license or license exception, export from abroad, reexport, or transfer (in-country) foreign-“direct products” or other foreign-produced items subject to the EAR pursuant to § 734.9 if such items are subject to a license requirement in part 736, 742, 744, 746, or 764 of the EAR."
