As Ask X3, your fleet-compliance assistant, here is what 49 CFR 383.133 requires for CDL testing methods:

* General Rule: All tests must check if an applicant has the required knowledge and skills for the specific vehicle group or endorsement they want (49 CFR 383.133).

* Knowledge Tests:

* States must use FMCSA's pre-approved question pool to create tests for each vehicle group and endorsement.

* The method for generating tests must be pre-approved by FMCSA, maintain a set difficulty range, include 25% new questions compared to the previous version, randomize question locations and answer choices on retakes, and contain a set number of questions from required knowledge areas.

* Tests must be valid and reliable, and can be given in writing, verbally, or via automated format (and can be in a foreign language without using an interpreter).

* A different version of the test must be used if an applicant retakes a failed test.

* Skills Tests:

* States must develop, administer, and score skills tests using only the information and standards from the official driver and examiner manuals, including standardized scores and instructions.

* Applicants must take the test in a "representative vehicle," determined by its gross vehicle weight rating (GVWR) or gross combination weight rating (GCWR)—not its actual weight.

* Tests must take place in on-street conditions or a mix of on- and off-street conditions.

* Interpreters are prohibited; applicants must understand and respond to the examiner's verbal English commands, and no other language may be used during the test.

* The test must be taken in this exact order: Pre-trip inspection, basic vehicle control skills, and on-road skills.

* If an applicant fails a segment, they stop testing immediately. Passed segment scores are only valid during the initial issuance of a Commercial Learner's Permit (CLP); if the CLP is renewed, all three segments must be retaken.

* Passing Scores: Passing scores must meet the standards in § 383.135.
