Based on 49 CFR 178.940, the requirements for flexible Large Packagings (designated as type 51H flexible plastics or type 51M flexible paper, intended to contain liquids and solids) are as follows:

* Material Strength and Construction: The material strength and construction must be appropriate for the Large Packaging's capacity and intended use. For type 51M paper packaging, the material must retain at least 85 percent of its original tensile strength after being completely immersed in water for at least 24 hours.

* Seams: Seams must be made by stitching, heat sealing, gluing, or an equivalent method, and all stitched seam-ends must be secured.

* Aging and UV Resistance: In addition to meeting § 173.24, the Large Packaging must resist aging and degradation from ultraviolet (UV) radiation. For plastic packagings, UV protection (such as carbon black, pigments, or inhibitors) must be added if necessary, must remain effective throughout the packaging's life, and must be compatible with the contents. Other additives may also be used to improve aging resistance as long as they do not harm the material's physical or chemical properties.

* Dimensions: When filled, the height-to-width ratio of the flexible Large Packaging must not exceed 2:1.

* Capacity Limits:

* The volumetric capacity cannot be greater than 3,000 L (793 gallons).

* The volumetric capacity cannot be less than 56 L (15 gallons).

* The packaging must be designed and tested to a capacity of at least 50 kg (110 pounds).
