According to 49 CFR 178.75, each Multiple-Element Gas Container (MEGC) must meet the general requirements outlined in the regulation, including the following:

* CSC Compliance: If a MEGC meets the definition of a "container" under the International Convention for Safe Containers (CSC), it must meet the requirements of the CSC (as amended and detailed in 49 CFR parts 450 through 453) and possess a CSC approval plate.

* Alternate Arrangements: Technical requirements may be varied if an equivalent or greater level of safety is determined and approved in writing by the Associate Administrator. These must be marked as required in paragraph (j).

* Design and Construction:

* The MEGC must be capable of being loaded and discharged without removing its structural equipment.

* It must have external stabilizing members for structural integrity during handling and transport, a secure base with supports, and lifting/tie-down attachments adequate for lifting when loaded to its maximum permissible gross mass (MPGM).

* It must be equipped with skids, mountings, or accessories to facilitate mechanical handling onto a transport vehicle or vessel.

* It must be designed, manufactured, and equipped to withstand normal handling and transportation conditions without loss of contents, accounting for dynamic loading, fatigue, and thermal loads.

* Each pressure receptacle must be of the same design type (seamless steel or composite) and must be constructed and tested according to specific authorized ISO standards (such as ISO 9809 series, ISO 11120, or ISO 11119 series).

* Materials for pressure receptacles, fittings, pipework, devices, gaskets, and accessories must be compatible with the transported hazardous materials and have no adverse effect on the gases.

* Contact between dissimilar metals that could cause galvanic damage must be prevented.

* The framework and fastenings must meet specific safety factors (such as a safety factor of 1.5 in relation to guaranteed yield or proof strength for steels) when subjected to defined static forces in the directions of travel, horizontally at right angles, vertically upwards, and vertically downwards under maximum permissible loads.
