According to 49 CFR 173.63, the regulation provides packaging exceptions for specific hazardous materials under the following conditions:

* Detonating Cord (UN 0065): Cord with an explosive content not exceeding 6.5 g per 30 cm (one linear foot) may be transported domestically as Division 1.4D explosives (UN 0289), provided the gross weight of all packages containing UN 0065 does not exceed 45 kg (99 pounds) per transport vehicle, freight container, cargo-only aircraft, specified vessel compartments, or remote-site passenger-carrying aircraft.

* Limited Quantities of Small Arms Cartridges, Power Device Cartridges, Tool Cartridges, Blank, and Empty Primer Cartridge Cases:

* Articles classed as Division 1.4S explosives may be shipped as limited quantities if packaged so that ammunition is in inside boxes, snugly fitting partitions, or metal clips, and primers are protected from accidental initiation. These must be packed in securely-closed strong outside packagings with a maximum gross weight of 30 kg (66 pounds) per package. (Note: Blank tool cartridges, power devices used to project fastening devices, empty primer cartridge cases, and 22-caliber rim-fire cartridges may be packaged loose in strong outside packagings).

* Packages may use limited quantity markings, are excepted from labeling and placarding requirements, and do not require shipping papers unless they meet definitions for hazardous substances, hazardous wastes, marine pollutants, or are transported by aircraft or vessel.

* Reverse Logistics: Hazardous materials meeting the definition of "reverse logistics" and complying with the limited quantity packaging rules may be transported in highway transportation in accordance with § 173.157.

* Certain Detonators (Electric blasting caps with long leg wires, delay connectors in sheaths, or blasting caps with long plastic tubing): When containing no more than 1 g of explosive, they may be packed with no more than 50 per inner packaging, using an IME Standard 22 container or compartment as the outer packaging with a maximum of 1,000 detonators per outer packaging. No material may be loaded on top of or against the outside door of the IME Standard 22 container/compartment.

* 1.4B or 1.4S Detonators: When containing no more than 1 g of explosive, they may be packed with no more than 50 per inner packaging, inside an IME Standard 22 container outer packaging holding no more than 1,000 detonators, provided each inner packaging is marked appropriately as “1.4B Detonators” or “1.4S Detonators.”
