As Ask X3, your fleet-compliance assistant, here is what you need to do according to 49 CFR 173.473 when offering foreign-made Type B(U), Type B(M), Type C, Type CF, Type H(U), Type H(M), or fissile material packages for shipment into or from the U.S.:

1. Revalidate the Certificate: Have the foreign competent authority certificate revalidated by the U.S. Competent Authority before shipping (unless previously done). Send your request in triplicate (with all required IAEA Section VIII info and an English copy of the foreign certificate) to the Associate Administrator for Hazardous Materials Safety (PHH-23) at the DOT in Washington, DC. Alternatively, you can submit the request by fax at (202) 366-3753 or (202) 366-3650, or by email to `[email protected]`. Ensure the request is received at least 90 days before your desired effective date.

2. Register as a User: Register in writing with the U.S. Competent Authority as a user of the package, sent via the same fax numbers or email address (`[email protected]`). *(Note: If you are already requesting the revalidation, your registration is automatic).*

3. Supply Certificates to Carriers: Give the applicable competent authority certificates to the carrier upon request (they do not need to physically accompany the package).

4. Mark the Package: Durably and legibly mark the outside of the package with the competent authority identification marking shown on the certificate and revalidation.

5. Update Shipping Papers: Ensure every shipping paper for the Class 7 (radioactive) shipment includes a notation of the package identification marking from the certificate or revalidation.

6. Follow All Conditions: Fulfill all requirements listed in both the foreign competent authority certificate and the U.S. Competent Authority revalidation.
