Based on 49 CFR 173.417, the packaging requirements depend on the type and radioactive content of the fissile materials (except as provided in § 173.453):

1. Fissile materials containing not more than $A_1$ or $A_2$ must use one of the following packagings:

* Any packaging listed in § 173.415, limited to Class 7 materials specified in 10 CFR part 71, subpart C.

* Type AF, Type B(U)F, or Type B(M)F packaging that meets 10 CFR part 71 standards.

* Type AF, Type B(U)F, or Type B(M)F packaging meeting IAEA SSR-6 standards (Section VI) where the foreign Competent Authority certificate is revalidated by the U.S. Competent Authority under § 173.473 (authorized for import/export only).

* For residual "heel" of enriched solid uranium hexafluoride ($UF_6$): It may be transported without a protective overpack in any metal cylinder meeting § 173.415 and § 178.350 (Specification 7A Type A packaging) and § 173.420 (for packagings containing >0.1 kg of $UF_6$), provided the shipment follows the maximum cylinder diameter, volume, enrichment, and heel weight limits specified in Table 2 of 49 CFR 173.417.

2. Fissile Class 7 materials with radioactive content exceeding $A_1$ or $A_2$ must use:

* Type B(U) or Type B(M) packaging meeting 10 CFR part 71 standards, approved by the U.S. Nuclear Regulatory Commission, and used per § 173.471.

* Type B(U) or Type B(M) packaging meeting IAEA SSR-6 standards (Section VI) with a foreign Competent Authority certificate revalidated by the U.S. Competent Authority under § 173.473 (authorized for import/export only).

3. Domestic shipments:

* A package approved by the U.S. Nuclear Regulatory Commission under a special package authorization (10 CFR 71.41(d)), provided it is used only for domestic transport per § 173.471(b) and (c).
