What does 49 CFR 173.334 (Organic phosphates mixed with compressed gas) require?

According to 49 CFR 173.334, organic phosphates (such as hexaethyl tetraphosphate, parathion, tetraethyl dithio pyrophosphate, and tetraethyl pyrophosphate) mixed with a non-flammable compressed gas must meet the following specific requirements for motor-carrier transport:

* Composition & Limits: The mixture cannot contain more than 20 percent by weight of organic phosphate.

* Approved Cylinders: The mixture must be packaged in DOT 3A240, 3AA240, 3B240, 4B240, 4BA240, 4BW240, or UN cylinders.

* Filling Limits: Each cylinder can be filled with a maximum of 5 kg (11.0 lb) of the mixture, with a maximum filling density of 80 percent of the water capacity.

* Cylinder Equipment Restrictions: Cylinders cannot be equipped with an eduction tube or a fusible plug. Any valve used must be of a type approved by the Associate Administrator.

* Outer Packaging & Drop Protection: Cylinders must be overpacked in a strong outer packaging (such as a box or crate) that protects the valves or closing devices from damage.

* Generally, no more than four cylinders may be packed in a strong outer packaging (or fiberboard box).

* Alternatively, up to twelve cylinders may be packed in a strong wooden box if the valves are adequately protected.

* All outer packagings must be strong enough to prevent deformation, breakage, or leakage of the inner packagings and valves if the completed package is dropped 1.8 meters (6 feet) onto a non-yielding surface like concrete or steel, impacting at its weakest point.
