What does 49 CFR 173.301a (Additional general requirements for shipment of specification cylinders) require?

Generated guidance. Confirm the source and its applicability before you act. How we check sources.

Based on 49 CFR 173.301a, the requirements for shipping gases in specification cylinders are as follows:

* General Application: These requirements are in addition to the standard requirements found in § 173.301.

* Service Pressure for Unmarked Cylinders: If your authorized cylinder is not marked with a service pressure, you must designate it as follows:

* Specification 3: 1800 psig

* Specification 3E: 1800 psig

* Specification 8: 250 psig

* Pressure Limits at 21 °C (70 °F): At this temperature, the pressure inside the cylinder generally cannot exceed the marked or designated service pressure (with an exception provided in § 173.302a(b)). For certain liquefied gases, the pressure at 21 °C (70 °F) must be set even lower to ensure the pressure does not exceed the allowed limit at higher temperatures.

* Pressure Limits at 55 °C (131 °F): At this temperature, the cylinder pressure generally cannot exceed 5/4 times the service pressure. Exceptions include:

* Cylinders filled with acetylene, liquefied nitrous oxide, or carbon dioxide.

* Cylinders filled under § 173.302a(b) (where pressure cannot exceed 5/4 times the filling pressure).

* Hazard Zone A and Hazard Zone B materials, which cannot exceed the cylinder's service pressure.

* *Outage:* You must provide sufficient outage (empty space) so the cylinder is not completely full of liquid at 55 °C (131 °F).

* Grandfather Clause: Cylinders used domestically before their specific cylinder specification became effective may still be used, provided they have been properly tested and meet all other requirements for the specific gas they contain.
