What does 49 CFR 173.195 (Hydrogen cyanide, anhydrous, stabilized (hydrocyanic acid, aqueous solution)) require?

According to 49 CFR 173.195, anhydrous, stabilized hydrogen cyanide must be packed in approved specification cylinders or UN pressure receptacles as follows:

* Packaged as prescribed in § 173.192.

* In Specification 3A480, 3A480X, 3AA480, or 3A1800 metal cylinders with a water capacity of no more than 126 kg (278 pounds) nominal.

* In 3AL cylinders (authorized only for highway and rail transport).

* In UN cylinders specified in part 178 that have a minimum test pressure of 100 bar and a maximum filling ratio of 0.55 (UN tubes and MEGCs are not allowed).

Additionally, the regulation requires:

* Cylinders must not be charged with more than 0.27 kg (0.6 pound) of liquid per 0.45 kg (1 pound) of the cylinder's water capacity.

* Before transport, every filled cylinder must be tested for leakage and show absolutely no leaks. This is done by passing a piece of Guignard's sodium picrate paper over the cylinder's closure (without the protection cap) to detect any escaping hydrogen cyanide, though other equally efficient test methods may be used.

* The packagings must also conform to § 173.40.
