Based on 49 CFR 173.186, matches must be able to withstand 8 consecutive hours at a temperature of 93 °C (200 °F) without spontaneous ignition or marked decomposition.

Here are the specific requirements for your motor-carrier operations depending on the type of matches:

* Safety Matches and Wax “Vesta” Matches:

* Must be tightly packed in securely closed inner packagings to prevent accidental ignition during normal transport.

* Must be further packed in outer fiberboard, wooden, or equivalent-type packagings.

* Outer packagings with a gross weight of 23 kg (50 pounds) or less are exempt from all other requirements of this subchapter, except for marking.

* They may be packed in the same outer packaging with materials that are not subject to this subchapter.

* Strike-Anywhere Matches:

* Must be tightly packed in securely closed chipboard, fiberboard, wooden, or metal inner packagings (holding no more than 700 matches each) to prevent accidental ignition during transport.

* Inner packagings must be placed in specific approved outer containers, such as steel, aluminum, or other metal drums; steel or aluminum jerricans; steel, aluminum, other metal, wooden, plywood, reconstituted wood, or fiberboard boxes; or plywood and fiber drums.

* Weight limits for outer packagings: Fiberboard boxes (4G) must not exceed a gross weight of 30 kg (66 pounds). All other approved outer packagings must not exceed a gross weight of 45 kg (100 pounds).

* They may not be packed in the same outer packaging with any material other than safety matches or wax "Vesta" matches, and those other matches must be in separate inner packagings.
