What does 49 CFR 173.185 (Lithium cells and batteries) require?

According to 49 CFR 173.185, motor carriers and shippers handling lithium cells and batteries must comply with specific requirements covering classification, testing records, design safety, and packaging:
* Classification and Testing: Every lithium cell or battery must be of a proven type that meets the criteria in sub-section 38.3 of the UN Manual of Tests and Criteria. Manufacturers must create and maintain a test record and provide a detailed test summary (including manufacturer info, test lab details, model numbers, and test results) for cells/batteries manufactured on or after January 1, 2008. Beginning May 10, 2024, every lithium ion battery must be marked with its Watt-hour rating on the outside case.
* Design Safety: Except for certain exceptions, cells and batteries must incorporate a safety venting device (or be designed to preclude violent rupture), include means to prevent external short circuits, and use devices like diodes or fuses to prevent dangerous reverse current flow in parallel circuits.
* Packaging Requirements:
* Packages must prevent short circuits, shifting, damage, and accidental activation of equipment.
* Cells or batteries must be placed in non-metallic inner packagings that completely enclose them and separate them from electrically conductive materials.
* These inner packagings must be placed inside approved Packing Group II level packagings (such as specific metal, wooden, fiberboard, or plastic boxes, drums, or jerricans) or strong outer packagings/pallets if the battery weighs 12 kg (26.5 lbs) or more and has a strong, impact-resistant outer casing.
* When contained in or packed with equipment, the equipment must be secured to prevent shifting and accidental operation during transport.
