As Ask X3, your fleet-compliance assistant, here is what is required for transporting capacitors according to 49 CFR 173.176:

* State of Charge: Except for asymmetric capacitors, any capacitors not installed in equipment must be transported in an uncharged state.

* Short Circuit Protection: Every capacitor or module must be protected against a potential short-circuit hazard during transport based on specific energy storage capacities:

* *For standard capacitors (10 Wh or less):* Must be protected against short circuits or fitted with a metal strap connecting the terminals.

* *For standard capacitors (more than 10 Wh):* Must be fitted with a metal strap connecting the terminals.

* *For asymmetric capacitors (greater than 0.3 Wh):* Must be protected against short circuits.

* Pressure Resistance: Capacitors containing an electrolyte that meets a hazard class or division definition must be designed to withstand a 95 kPa (0.95 bar, 14 psi) pressure differential.

* Pressure Relief: Capacitors must be designed and constructed to safely relieve pressure via a vent or a weak point in the casing, and any released liquid must be contained by the packaging or equipment.

* Capacity Marking: Standard capacitors manufactured after December 31, 2013, and asymmetric capacitors manufactured after December 31, 2015, must be marked with their energy storage capacity in Wh (except where exempted).

* Packaging Requirements: Capacitors must be packed in strong outer packagings (and securely cushioned if traveling by air). Capacitors installed in equipment may be shipped unpackaged or on pallets if the equipment provides equivalent protection.
