According to 49 CFR 173.175, permeation devices containing hazardous materials used to calibrate air quality monitors are exempt from standard subchapter requirements, provided you meet these practical steps:

1. Device Material & Capacity: The device must be made of a material compatible with its hazardous contents. Each device must contain no more than 2 mL (0.07 ounces) of hazardous material and must not be completely filled with liquid at 55 °C (131 °F).

2. Inner Packaging: Place each permeation device inside a sealed, high-impact-resistant tubular inner packaging made of plastic (or equivalent material) with enough absorbent material to completely soak up the device's contents. Secure the closure using wire, tape, or another positive method.

3. Secondary Packaging: Place the inner packaging inside a secondary packaging made of metal or plastic (at least 1.5 mm / 0.06 inches thick) that is hermetically sealed.

4. Outer Packaging & Drop/Stack Tests: Pack the secondary packaging securely inside a strong outer packaging. The completed package must not exceed a gross mass of 30 kg and must be able to pass specific drop tests (from 1.8 m onto a rigid surface on its bottom, top, long side, short side, and a corner) and a 24-hour stacking force test equivalent to a 3 m stack height, all without breakage, leakage, or significant loss of effectiveness.

5. Aircraft Transport: If shipping by air, they must go as cargo and cannot be carried by passengers or crew in carry-on baggage, checked baggage, or on their person (unless excepted by § 175.10).
