Based on 49 CFR 173.173, paint, paint-related material, adhesives, ink, and resins must be packaged in one of the following ways:
1. As prescribed in 49 CFR 173.202 if it is a Packing Group II material, or as prescribed in 49 CFR 173.203 if it is a Packing Group III material; OR
2. In inner glass packagings with a capacity of no more than 1 liter (0.3 gallon) each, or inner metal packagings with a capacity of no more than 5 liters (1 gallon) each, packed inside a strong outer packaging.
When using these inner glass or metal containers with a strong outer packaging, your packages must meet the general packaging requirements found in subpart B of 49 CFR Part 173, but they do not need to meet the specification requirements of 49 CFR Part 178.
Additionally, you must use the proper shipping description required by the § 172.101 table (such as "Paint" or "Paint-related material" as specified in the regulation), unless a more specific description is listed in that table.
