As a motor-carrier owner, here is what 49 CFR 173.156 requires and provides for limited quantity materials:

* Prerequisite for Exceptions: These exceptions are only permitted if 49 CFR 173.156 is specifically referenced for that hazardous material in the § 172.101 Table or in a packaging section.

* Additional Packaging Exceptions: You may use strong outer packagings, subpart D marking requirements, and the 30 kg (66 lbs) gross weight limitation when your shipments are unitized in cages, carts, boxes, or overpacks, and are:

* Transported by rail, private or contract motor carrier, or common carrier in a vehicle under exclusive use; and

* Transported to or from a manufacturer, a distribution center, a retail outlet, or to a disposal facility from one offeror.

* Exemption from the 30 kg Weight Limit for Palletized Units (Highway/Rail): The 30 kg gross weight limit does not apply for highway or rail transport between a manufacturer, distribution center, and retail outlet if:

* Inner packagings meet specific quantity limits;

* Inner packagings are packed into corrugated fiberboard trays to prevent free movement;

* The trays are placed in a fiberboard box that is banded and secured to a pallet (metal, plastic, composite, or wood) using metal, fabric, or plastic straps to form a single palletized unit (with materials compatible with the pallet);

* The package meets general packaging requirements of subpart B; and

* The maximum net quantity per palletized unit does not exceed 250 kg (550 pounds).

* Display Packs: Display packs exceeding the 30 kg gross weight limitation may be transported by motor vehicle (along with certain rail and cargo vessel services) provided the combination packages use proper inner packaging quantities, trays that secure primary containers, and are banded/secured to a pallet as a single unit with a maximum net quantity of 550 kg (1,210 lbs), and are plainly marked as a consumer commodity or limited quantity.

* Waste Materials: Exceptions for waste limited quantity materials are prescribed in § 173.12(h).
