Based on 49 CFR 107.401, this regulation establishes the procedures for designating agencies to issue certificates and certifications for specific packagings and items.
Specifically, it applies to packagings designed, manufactured, tested, or maintained in conformance with:
* The requirements of this subchapter and subchapter C of this chapter
* Standards in the United Nations (U.N.) Recommendations (Transport of Dangerous Goods)
* Requirements for lighters, portable tanks, multi-element gas containers, and Division 1.4G consumer fireworks.
Additionally, except for certifications of compliance with U.N. packaging standards, this subpart does not apply unless a rule in subchapter C makes it applicable. Finally, the Associate Administrator may issue the approval certificates and certifications described in the regulation.
